I don't think there's any limitations beyond what can be explained. If
you take the Whately Blood hindrance, it indicates a predilection for
being a black hat, and maybe even temptation is common, but heroes
being tempted is definitely fitting to Westerns and Deadlands.
Now, as a Marshal, I might ask for a few edges to be bought for, say, a
Whately family Templar. The Whately connection is certainly a dark
secret he may want to hide, and this may cause some other hindrances to
manifest as the hero overcompensates for his 'bad blood.'
The Whately Blood edge isn't an Arcane Background, so I think it's fair
to mix with other edges.
So, basically, you end up with a character who may have some powers
they refuse to use in anything less than a dire situation. (Some powers
might, depending on the use and faith, be an immediate Sinnin' check
for a blessed, for example)
