Now that's nice and evil . . . 

I would have to say that you need to know what are the character types that the
player's are going to play before fine tuning.  

I would recommend going with a Frenchman.  That way you can lambast the party
with an OUTRAGEOUS accent, and provide an in for any player wanted to play a Canuck.
That, and given the war between the North and the Brits, a rich Englishman going
anywhere in the north is going to be under very hostile observation.
