No what it means is the MS has the ABILITY to use the Alchemy skill. It 
is a feat that MS's get to represent there knowledge of brewing elixers 
and stuff. It is like the mad science skill and is specific only to 
them. Again alchemy represents arcane potion brewing which is why it 
must be given as a feat since in this world magic is not so common.
