Well, 90% of this is possible just using the rules from "Law Dogs."
Although I imagine he wants the gun made from ghost *steel* instead of ghost
rock.

His description is pretty much of a Winchester lever action with the
following modifications.  An extended barrel to increase the Range
increment, rifle sights (+1 at range), made from ghost steel, and of high
quality (it is built specifically for his use perhaps giving a +1 to him
alone).  All of these modifications are listed in Law Dogs along with their
cost.  Plus he will actually get a higher number of shots going with the
Winchester as the base rifle.

The only big difference is the higher damage.  But this can be achieved by
using the Mad Science invention of Magnum rounds which add a die to damage.
This can be good as it would limit his use of them somewhat with the
Reliability and limited access to this type of ammunition.

This rifle isn't so overwhelming that I wouldn't allow it, but I would
advise the player of one thing up front.  This is a unique and obviously
expensive rifle.  People will be able to identify him more readily by its
use, and other people with unscrupulous leaning will probably try to acquire
it.

Oh, and the best place to have it made is probably Smith & Robards.  While
not truly Mad Science, they have the facilities and materials to create such
a unique rifle.
