You could make it an MS gizmo.  Othewise the range is out of the question.  However a rifle the telescopic sites out of S&R would work to boost the range of an average RG:20 rifle I think or you could use the one from law dogs.  The damage is pretty high too, I'd encourage the playe to instead buy the ammo from one of the books that increases damage.  (Collegium I think...)  Again you could do a rifle as posted but give it a reliability of 18...
