Territories are also administered by the federal govt. as federal districts and the residents were not subject to the same taxation as state residents.

By the way, my dear home, Nebraska, twice refused offers of statehood by the federal government.  First refusal was over taxation for the Civil War, States had to pay, Territories didn't.  Being thrify we said "Nope, don't need to be a state then.". Second time was over adopton of the 13th - 15th amendments to the Constitution.  US v Nebraska held that the federal govt. could require territories or miltary districts to ratify the 13th - 15th amendments in order to enter or renter the union as a state.  Nebraska again  said "Nope don't need to be a state then.".
