Now, game-balance wise, it seems fine - in fact, it seems underpowered.  I wouldn't want to play one.  So from that perspective, throw him in the game.  

From a game-world perspective, it doesn't seem to make much sense, though.  From my understanding, the powers don't come from the individual, so much as they do from the spirits that they bargain with.  (I am not a marshall, so I may be way off on this.)

If he could have some coherent methodology that let him simulate all of the different abilities, that I might buy.  But actually being all those different Backrounds (I almost said "classes") seems a little much to me.

Just a random opinion.
