What little law & order they have (the Texas Rangers, mainly)

Indeed. That's an element I touched upon in _ToT:77_, and Rick
Dakan & Jack Emmert did a terrific job of fleshing the idea out in _Back
East: The North_.

Again, force is not what's limiting the Union at this moment in DL
history: it's war-weariness. After admitting defeat to the Confederacy
after 17 years of war, the Yankees are NOT going to be in much of a mood to
continue a fight against anyone, save for liberating Detroit (Please
forgive me, all, for bringing THAT up).
