There are some comments about that hex in the Accumulated Rulings
(http://www.darious.com/deadlands/reference/ar/DL/DL_ar.htm).
And, if you're not comfortable with the bounty that a huckster can gain with
this hex, just don't allow the conversion. There are a def examples where
someone gains a chip which he can't exchange for bounty.
