Trust me on this, Dodge is very useful. Basically, you're right: anyone with a
card left can dodge. On the plus side, avoiding a bullet often means the
difference between life and death in a game with a very high character turnover
rate.

With 2d in any language, you can assume the characters can communicate under the
vast majority of circumstances. Roll only if there are subtle nuances you think
they might not pick up on without a good roll. Only one die in a language
usually means you can only speak it, but with Indian sign I figure it's a moot
point: I'd say make them roll only if they're trying to say something really
complicated, or under stressful circumstances, in which they'd be likely to get
flustered and make mistakes.
