OK, how's this: His tools increase a weapon's effectiveness in combat,
giving a minor bonus to hit or to damage (say, all ones are treated as 2s
for damage) or to his gunsmithing roll.  However, any gun modified with the
tools cannot be used to injure or disarm.  Any roll that attempts to do this
will be treated as a bust and kill the intended target.  Likewise, warning
shots will ricochet or come down on innocent bystanders.  Misses are also
more likely to hit innocent bystanders.
