Seriously -- have a talk with the player about it after the game IN
PRIVATE.  Let them know that you know they're doing it, and that if they
don't stop you're going to have to take further action.

If that ain't enough, you're just going to have to either boot the player
out of the group or take over all his bookkeeping and dice-rolling
yourself.  Don't openly announce you caught him cheating -- tell the group
you're doing it because he's "so bad at math."  You'll know what you mean,
they'll know what you mean, but it shouldn't trigger a confrontation.

The only time I had a player who was this bad he learned his lesson after
two sessions of peer pressure and started playing right.
