[BNW] Crescent City Questions

I just picked up Crescent City, which I really liked. I have a few power 
package questions.

Lazarus:
Interesting power. My question is, does a Lazarus heal at 1 wound each 
twelve hours even when not dead?

Ratmaster:
I really like this package for some reason. Anyways, how strong is a rat 
bite, and would you allow them to spread disease? Would a ratmaster get a 
bonus versus a Jungler when fighting for control of a rat?

Stretch:
Does anybody find this power too strong? It's like a Tough, with an added 
ability.

Timetripper:
Would you allow one to go back more than one minute by spending many delta 
points? This would be a huge pain in combat, more so than just one minute.
