Here's a revised version of my Nemesis done up for the site (but not 
online yet).  THoughts? Does this remotely cover what hte original 
poster was looking for?

Nemesis

There are many deltas who are good at offense. There are other deltas 
who have good all-around defenses. The Nemesis is able to adapt his 
powers to be a good
counter to just about any attack.

Powers
Counter: The Nemesis must see an attack used or be hit with an attack 
in order to counter it. He can only counter actions that are actually 
power-based (or done by
a delta), and each counter only works against that particular power 
(or type of attack by that type of delta). Thus, he can counter a 
Gunner's pistol shots, but not of the
pistols fired by the regs near by.

In order to use this power, the Nemesis makes an Easy Spirit roll.

The Nemesis has no control over the counter (that's up the Guide), 
although it is often some form of armor. These counters always 
protect from basic attacks, but
will not protect against the effects of Tricks in some cases. The 
defense lasts until the Nemesis changes it or about a hour has 
passed, after which it fades. It
works against all forms of that attack until then. In other words, if 
you are being shot at by two Blasters, you can defend against them 
both with the same Counter.

Some powers will not have counters directly (like a Speedster). 
However, an acceptable attempt is for the Nemesis to counter a type 
of attack in which the attacker's
delta powers aid him or specifying a specific type of attack 
("Shooting me with this particular gun by a Translater"). Again, it 
is up to the Guide if the description is
specific enough. The key is the type of attack and the type of delta.

Tricks
Choose Counter For an extra success, the Nemesis may choose his Counter type.

Counter-Attack This allows the Nemesis to attempt an attack as a 
Counter to a power. Unless combined with the Choose Counter Trick, 
the attack is Guide
chosen.
