Maybe weird wasn't the right word. Eclectic? It seems to have a lot of
"oddball" types (dunemaster, wereshark) that wind up being fairly location
specific. As such, for general usefulness, I would rate it low.
Any power package can work in just about any setting, but not always well.
As for the Ace, I think you hit the nail. He's perfect... for a WWII game.
Otherwise he's kinda limited (like a Rigger in Shadowrun, but without the
drones. Hey, remote control drones for an Ace... that has possibilities!)
