I shared your opinion initially, but I've since changed my mind. I always
end up running games around here, but if I were going to play a Delta, I'd
definately go with the Watcher. It's just such a neat package. The tricks
really help, I think. Using Microwave Vision together with Extra Damage
would be a blast. I also think Hound would be cool, although I have to
agree that Interrogator would really require a sort of cloak and dagger
campaign to really fit for me.
But I was glad that Matt finally hooked us up with the package old Truth
has.

Ace - superhuman piloting/driving/boating reflexes.
Weird? I can see why many people might think that, but I disagree that it
is of minimal use in a modern campaign. I remember seeing a Driver power
package on someone's website and thinking that it could never work, but
sticking it in with WWII is perfect. I honestly don't know of any of the
packages from GD that I wouldn't find acceptable for a modern game.
But, of course, that's only my take.
