I think that all the books have their uses--a lot depends on the type of 
campaign you are going to run.  If you are doing a non-US campaign, I can 
see Defiance and Delta Prime being less useful.  I personally didn't like 
Bargainers at all, but then again my dislike of the Heaven/Hell part of the 
metaplot is no secret.  I was drawn to the fight for freedom aspect, and I 
feel that adding the other-dimensional stuff over-shadows the aspect that I 
like.  (Besides, even if there is a H/H side of the war, then I'd really 
prefer that it wasn't quite so clinically described--I would classify the 
Bargainers book as being on the list of things players were not meant to 
know).  Bargainers also can eat up a lot of game time if they are doing 
spells all the time, since you have to roleplay out their negotiations (not 
to mention the fact that I hate that part too).  But that's just me, and I 
know I'm in the minority.  I do like the Covenant though...

I think having all the power packages at hand would be invaluable--if 
anything it would give you more options, so in that instance all the books 
can be useful.  I use the core and Ravaged Planet the most, myself.
