Well, the Punisher would actually fit as a Gunner Delta, but if
you really don't want to make a Delta...

Don't.

Just make him a reg without a power package, and as someone else
mentioned, no Delta points.  (I might substitute Delta points with
a less powerful mechanic, so that they have *some* saving grace..
Call it "Destiny points" or "Luck points", even "Special Reg points",
but don't let it do quite as much as a Delta point...)

As for the experienced bit, the Veteran Quirk helps a bit...  If
your Guide is willing, he might let you go even further into the
negative Quirks to buy a few more enemies or other suitable items,
or even give a few experience or character points for a really good
backstory...

If you *are* the Guide, either just set the levels of everything to
where you need them, or try this:  create *that* character as a
starting character and the final character, and quickly run down the
point difference, or apply X amount of experience points to the
starting character....

It depends on how much more experienced this character is meant to
be...
