First guess is that you'd make them as you would any other char, but they 
don't get a power package, nor do they get delta points (since it says they 
are a power...I'd probably give DPs to any PC though)0.  They also have the 
normal human maximums in everything that has normal human maximums.  Also, 
look at some of the examples of regs (like police, etc) to see about the 
level that they are created on.  They'd have tricks and whatnot, but they'd 
be tied to skills, rather than powers.

Most games don't handle experienced or older chars well.  BNW assumes all 
heros are created equally (more or less).  You could just give him more xp, 
or require a Quirk that adds to age and gives more xp.

For extras and/or NPCs, you don't need to worry about hitting the rules 
exactly.  just do what works for the NPC you want to have.
