He doesn't want to buy off the disad...he just wants it so that his
char isn't stunned by the flash of light versus his Darkvision.
Nightvision goggles (which I've already told him would be unusable
with Darkvision) have a light dampener so that the user doesn't get
blinded. However, that isn't instantaneous itself--the light has to
go through to trigger it. It helps protect their ability to see in
the dark once they take off the goggles, but it doesn't protect
entirely.
But that's pretty much my assumption--that he couldn't use something
to protect against light and still use his ability to see in the
dark. (Although I had the scary thought about hte sunglasses, which
hasn't occured to him, so I was afraid that he could).
I'd rather he didn't--some Quirks I'd allow folks to buy off or get
around, but this one is so integral to the package...

I understood that--the char is a theif to start with, so anything he
could use to protect himself with he'd take. I'd rather he couldn't.
And Darkvision isn't only usable in pure darkness--any night time
activity would be fine. So, I think I'll say the sunglasses would
protect him from the full light of hte moon, or the flashing neon
sign outside, but not against turning on the light in the room.
Sound fair? Part of it is that he thinks goggles or something would
look cool for his costume, so I think that's reasonable...but I
certainly don't want him to be immune to anything I want to throw at
him.
