And herein lies the problem. Sounds like he wants something to protect
against the Quirk _and_ still be able to use the Nightvision capability. I
wouldn't let him do both. Stealth is pretty undervalued compared to most
Skill-boosting packages anyway. I'd say he can still have the Stealth and
buy off the vision quirk, but he won't still get the Night Vision.
Remember the quirk only kicks in when you are _using_ Night Vision (or Dark
Vision, as it refers to it a paragraph later). It's not like he has to be
squinting constantly when he's walking around in broad daylight. As long as
he isn't using Night/Dark Vision, he's fine. But I wouldn't let him use
Night Vision through light-reduction goggles. All IMO, of course.
