Ok ... this is an intriguing idea .. if i had an active campaign, i would be
running this one ... ;-)

First .. my campaign used an old list suggestion for America's Most Wanted
Delta's(AMWD).  For people that dont remember, this is a TV show similar to
America's Most Wanted, but only features attrocities committed by unregistered
Deltas.  The whole thing is a Delta Prime black op that exists to keep the
regs afraid of "rampaging deltas".  If sufficient footage is not available on
any given week, they are authorized to create an incident -- and in fact, many
of attrocities covered are staged.  The host is, in fact, a Charmer.

With this in mind, here is what I would run ....

1) AMWD is staging an increase of "Patriot sightings".  This would have been
better started a month ago ... but work news stories about increased sightings
into newspapers, TV, and radio that the characters run in to.

2) Have the characters thwart a AMWD staged attrocity ... a rampaging Goliath,
 a Gunner or Blaster Sniper incident, a Teleporter daylight bank robbery ...
whatever fits your campaign.  The resulting player investigation should lead
them to AMWD ... and their current MAJOR plot to discredit the Defiance, an
attempt to discredit the possible return of the Patriot and the tarnishing of
his image as a martyr.

3)  The Plot:  AMWD has had several Blasters altered by plastic surgery to
look like John Cruise.  They plan on running amok in Crescent City on the
aniversary .. calling themselves The Patriot's Revenge.  They will destroy and
kill in a seeming random manner (actually, if your characters' have developed
any type of support structure, this is a surgical strike to remove such
resources, possible informants and other traitors).  The Patriot's Revenge
will continue to appear the next several months as THE lead story on AMWD. 
Thus, when the REAL Patriot finally emerges, he will be discredited in the
eyes of most people.

How the plot unravels and is dealt with will really depend on the type of
campaign you run ...
