[BNW] Scrapper Question

Got a quick, simple question for y'all.......
In your opinions..... can the Scrapper heal poisons and diseases at the 
higher TNs?
I'm thinking that I'll let the Scrapper that's joining our game do this, but 
if I hear any good reasons why I shouldn't (alpha level, should be a seperate 
trick, etc...)
