Well, BNW calls such skill-boosting stuff "Power Packages", whether you're a
Gunner, a Genius, a Sneak (heh), or whatever.

I'm not sure I understand - I wasn't aware you could "buy" Power Packages
through any means (at least, until Crossroads comes out). Most of the
packages include Tricks and stuff that (supposedly) make the Package more
"super-powered," or includes little benefits that you can't get simply by
buying skills (i.e., the Gunner gets +5 initiative, the Sneak gets
night-vision).

(Of course, anybody can buy a pair of night-goggles, too, but that's another
story...)

So you could spend 55 points to buy enough of a skill to make a psuedo-Power
Package (which is what I think you meant). However, that wouldn't give you
the Tricks and various other non-purchaseable benefits.

The problem, IMO, is still Sneak. A) It is only +5, not +10, B) Anyone can
buy night-vision goggles, and C) It has a quirk.

Nonetheless, the idea of a skill-boosting power package is what Matt Forbeck
uses for the game. You'd probably have to take that up with him as far as
whether they are an accurate representation of low-level Delta-type powers
or not, as he intended.
