Sure.  Which is why (unlike, say, a system that lets you design your power 
package to your campaign's and/or personal taste ;) ), any Reg system I 
would create and post would be purely an optional one, and created with the 
understanding it is an optional one.

Well, some folks have argued that way - some have argued that the focus 
_isn't_ on Deltas, or at least what makes a Delta a Delta (i.e., his 
superpower).  But rather that the focus is on what you do against tyranny 
and the stripping of rights.

When I worked at White Wolf and on the Vampire line, one of the first things 
I was told was _not_ to make every important character a Vampire, or a 
Werewolf, or a Mage, or whatever.

Anyhoo, there's a difference between leaning towards Deltas as the only 
significant contributors, and only mentioning Deltas as the significant 
contributors.  No doubt there may be a couple of Regs I am overlooking, but 
generally one gets the impression that Regs really don't do much of anything 
except cave-in a great deal...
