Perhaps if BNW had a sliding power scale of Deltas, it would be better off.
This way, Deltas could still be on the Batman/New Mutants/Marshal Law level
and hold true to the game's concept of oppression and rebellion.

We are getting this with Continuum as well (www.aetherco.com/continuum).
Not everyone is a time traveller, or someone playing the part of a normal
person.
