It was the thing I liked about the casting of Michael Keaton in the first 2
Batman movies.  He was an average looking guy... just like my Hapkido
instructor.  You don't have to be big and buff to kick the hell out of
people.

People like to play extremes; spy, superheroes of the comic kind, great
warriors, Edgerunnings, time travelers, etc.  When you tone down the power
levels, it has less appeal.  Perhaps if Deltas were not as low-powered, they
might have more appeal.  Comic book heroes have, for the most part, a narrow
range of powers (brick, martial artist, energy projector, etc).  But they
are good at it.  To make them otherwise lowers the interest level.

Many games tend to do that.  And to some extent, it makes sense; the
exceptional are the ones that do things.  But it can be taken too far.  You
also have to remember that the focus of the game is Deltas, so it will tend
to lean that way.
