Go for it. But, who says that the secret group is actually "Rogue"? I
mean, it is a war of propaganda, pretty much.
If they were exposed, I think all involved parties would dissapear, never
to be heard from again. The existance of such a group would be too
damaging to DP to ever let it be brought to light.
Instead, I could see Hale running a group of unregistered deltas who cause
mayhem, and if any do-gooder group of Defiants get too close to the truth,
DP sweeps in, and either captures the group, sending them off to the Club
Med of Delta Lockup, or "retires" them if they have been too untrustworthy,
talkative, or inept.
Honestly, I see Osmond Hale as being a scalable villain, depending on his
longevity (as experience shows, well planned villains tend to have short
lifespans w/o dice fudging :P). At minimum, he is DP's best and brightest
spin doctor, playing up incidents involving unregistered deltas to their
fullest potential. At worst, Hale is connected enough that he can
manipulate just about any group of Dudley Do-Rights into becoming Delta
Prime's most wanted. And occasionaly (hmm.. Maybe a DP codename of
"Operator").
On the worst case, though, I see him being overconfident in his abilities,
and of course, and ego to match his IQ. If his schemes begin to go awry,
as they assuredly will due to meddling PCs, he would get more direct and
hands on with his manipulations, instead of sensibly cutting his losses and
rebuilding.
Maybe he needs a servant. Someone who could attempt to steer him along the
logical and sensible course, and keep his ego in check. Someone he could,
in evil overlord style, kill later on as the PC's move towards their
ultimate vicorty. As a bonus, the servant allows that, should Hale be
bumped off early, he could turn out to be the puppet of the nondescript
butler...
