Chris, I love this villain and hope to use "him"(or a variance) when I get a
chance to start my campaign.
I think what I would is also make him a leader of a secret rogue group of
Delta Primers that do all sorts of illegal things and then get blamed on the
Defiants (possibly even the group that you are running). Maybe in the end if
the PC group exposes him they might get a single "get out of jail free"
card...

Just some quick thoughts!!!!!!!!!!
