First, he would be a behind the scenes kind of villain, though I also see
him, an some cases, being a hands on operator as well. He will look to
latch on to one of the PCs to use in his show as a "Reg Survivor". In
essence, he wants to use the PC to tell his survivor story in a profile of
a still at large Defiant. The situation is more complex, but that is the
basics. However, Hale suspects that the PC is actually a defiant, and
wants to get his hooks in early, to make his next big Public Enemy. Also,
even when he's doing the behind the scenes villainy, he still maintains a
rather public personna, being a famous DPer. Also, he makes a nice
scalable villain. If the PCs bump him off early, then his behind the
scenes manipulation could have easily been controlled by another, different
villain..
Second, I chose the genius package because it makes 11th hour, out of left
field , villainous plot twists possible when necessary for the story, as it
falls under the heading of "a forseen event" to someone whose thought
processes exist well out of our ability to comprehend.
Player: "Wait a minute.. You mean he actually prepared for us to juryrig
the mechanical billboard into a catapult to fling the freed prisoner
halfway across the city into the waiting arms of a goliath?"
GM: "Honestly, he's beginning to find you all quite predictable..."
