Why does he need to be a Delta? Not every Delta Primer has to be a Delta.
Don't worry about the powers (or lack thereof) and just his effects on the
plot.
As a major villain he doesn't sound like he'd have a lot of direct
interaction with the player characters anyway. Seems like more of a "behind
the scenes" type.
