This is quite true (not that I have any personal experience, mind you -
it just seems to make sense).

The fudge that I came up with, which seems to work just fine in HoE
(where it actually hasn't been an issue) and Deadlands is that if you
attack in HtH with a pistol or some other ranged weapon, the TN to hit
your opponent is increased by his fighting/MArts skill (thus making the
difficulty to hit the same as if you were attacking in HtH).

Gun-Fu can be quite effective - in fact, I'd probably make someone use
that skill (a just-now-made-up homebrew one - its meaning is fairly
obvious, I think) if they wanted to attack in HtH with a gun, and if
they didn't have it, I'd make them use the lower of their HtH and
Shooting skills with an extra -1.

Does that make sense to everybody who's at all interested in this?
