Since the better you are in HtH the more able you are to keep out of the
way of the gun.

Only -1? How about requiring and extra success? That way it is possible,
but not as good as proper HtH.

I think the hotshot is a bit of a special case... he could use his ability
in HtH because it is an area effect, and he is immune to it. A bit like
using a flamethrower on yourself. Perhaps there could even be a trick
where you set yourself on fire and grapple with your foe.
