The deal is trying to balance out the power packages and make the heroes more 
sharply realized. They are the way I intended them to be. Giving a flat +5 to 
Speed for the speedster seemed silly, since he'd then also be a better shot 
with a gun, for instance, so I chose to narrow it down to a particular subset 
of things affected by Speed.
