When we started talking about doing a martial artist Delta, we discussed this
briefly - the short answer is that a +5 to Speed increases Martial Arts,
Guns, Driving, Dodge, and a host of really useful skills like Acrobatics,
Lockpicking, Escaping etc, as well as a +5 to initiative. This, in my mind,
outclasses a +5 to any other stat, given the variety of skills associated
with Speed. If I were making a character up and got a choice between +5 to
Speed and +5 to Strength, I'd go the former every time - of course, that's
partially due to personal taste.
