[BNW] Strength vs. Speed

Ok, now that it has been established that the goliath gets his +5 for all
str. type rolls, the next obvious question (for me anyway) is why DOESN'T
the Speedster (and to a lesser degree of importance the Bouncer) get a
straight +5 to speed? In fact the rules go out of there way to
individually point out the cases where the packages get the +5, the exact
opposite of the goliath.
So why one and not the other? You could argue that speed effects a lot of
skills, but so does str. and str. effects even more things (lifting,
jumping, etc.)
What's the deal?
