     Well, from what I recall of the rules, there's
nothing to stop a player from doing what you describe.
The proper gamer term for this is 'min-maxing'.
However, I'd honestly be loathe to take negative
quirks that don't fit my character's concept.
     But if the player can justify the negative quirks
they're purchasing for the character, more power to
them. As a Guide, if I felt they were abusing the
system, I'd talk to them about it. I'd also keep a
crib sheet of their negative quirks handy and enforce
them where possible.
