The question here is whether you make these rolls "public" or if you have to

I assume you're not referring to drug use when talking about the "higher 
player".  :)  But letting the "higher player" roll gives some knowledge to 
the lower-rolling player that I'm not sure he should have.

However, there are characters in the BNW rulebook that are definitely NPC 
Deltas that _do_ have Delta Point (Aquarians, Vampires).  Granted, they 
_could_ be PCs, but they are not presented as such.

The BNW is also consistent.  Armorgeddon Pilots don't have Delta Points, but 
they are presumably Regs with a Delta sponsor/gadgeteer.  Mafia, EU members, 
etc., also do not have DPs and they're Regs.

I would have to say that, yes, Guide NPCs can have Delta Points as long as 
they're...well, Deltas.  Maybe Matt can confirm on that...?

Of course.  But hopefully that doesn't preclude me from A) asking what Matt 
actually intended the rules to be, B) having folks correct me if I'm missing 
something in the rules, and C) asking for input.

I'd be glad to make suggestions for Matt, as he mentioned, but first need to 
determine if he had something definite in mind.  If he had a particular way 
he wanted it to work and simply needs to add it to the accumulated rulings, 
than it's a waste of my time and his to give him suggestions.
