Just as a clarification, it was not my intent to convey that this was 
min/maxing or taking negative quirks outside of the concept.

My point was that, if you're going to take negative quirks _anyway_, then 
you might as well use them to "pay" for an attribute you wish to use more 
of.

And by the same token, if you're going to take positive quirks, you should 
"pay" for them using attriubte skill points that you might not otherwise 
use.

i.e.,:  my Gunner takes a Strength of 3d6 and has 9 skill points.  _In 
character_, he can't find a way to spend more than 5 of those points.  He 
uses the remaining 4 skill points to buy 4 points of appropriate positive 
quirks.

He then takes four points of appropriate negative quirks, and takes the 
points from them and puts them into his Speed skills (or Spirit, or Smarts).

This is all in character and appropriate to the character concept and all.

Well, there is a 10 pt. limit on negative quirks, and it's pretty hard to 
abuse regardless.  In the example I came up, thought, it actually resulted 
in a _more_ appropriate character (i.e., a Gunner who wasn't obliged to take 
a Sports skill or overspend on Running or Swimming).
