On the Subjects of overpowered power packages only one comes to mind, Toughs. 
 This power package is, in my opinion, very overpowering.  With 20 armor 
their is nothing short of a tank that is going to do much damage to you.  I 
have seen players with the tough packaged develop an ego you wouldn't belive 
because while the rest of the group is getting smacked there bouncing 
grenades off thier chest.  After one particular player tried to argue with me 
every time he took one wound that i was being an unfair GM I banned the 
powerpackage from my group.  (He got upset because every time delta prime 
whent after their team they sent at least 4 power armors just to deal with 
him.  But tough's seem to attract that kind of attention.)
