You could always use the rule from Deadlands: The
Quick and the Dead.  I know it's a different game, but
the systems are so similar (I wonder why :), that it
should work.

In a nutshell it costs 3x the base quirk cost, and
takes a few weeks (equal to the base quirk cost, so it
costs 9 exp pts to get Brawny and 3 weeks of working
out).  Also you need a good reason and the guide's
approval.  The guide is allowed to change the
costs/time per his whim.

I could see these quirks taken, but again need Guide's
approval and a good rational.  Maybe a player finds
out he 'could' be the 'chosen one' to save the world. 
Better spend those exps to insure he gets the job :).

I could see these pop up as well.  Have the player
mention he wants a side kick, and let the guide work
out the details of how to incorporate it into the
campaign.

There is a cost.  The player has to wrack his brains
out thinking of a logical reason or means by which he
can get these new quirks, and then needs to
beg/grovel/buy pizza for the guide so that his
character can gain em.
