That's right - even a Blaster would want to have a gun handy occasionally. I
can't remember exactly where it is, but somewhere in the rulebook it says that
almost everyone carries a gun for protection. A lot of Deltas don't have
offensive powers, and even those that do would sometimes need a 'legal' way of
taking care of business. Sometimes it's just not smart to cut loose with a gout
of flame from your mouth. Same deal with kevlar jackets - even the deltas with
armour can use kevlar to cover up their own powers, and the ones without need
all the armour they can get.

I can't speak for any one else's group, but in my group, everyone who can afford
it has at least one gun and some armour.

The power level in BNW is definitely a couple of steps lower than in most
comics, at least for Deltas. My general feeling is that Alphas seem to be at the
same sort of power level as some of the more powerful comic characters (like
Superman, frex), whereas Deltas are around the same level as some of the X-Men,
like Cyclops, Longshot, Havok (although I'd say that even Cyclops and Havok are
more powerful than a Blaster).

As always, this is IMHO, and YMMV.
