and players work out what powers are allowed and not have it dictated to me in
the book. I realize you just want some guidelines as to what is acceptable, and
I feel that they have somewhat done that. By looking at the powers available,
and the short guideline paragraph I think you can make acceptable packages.
Also this list is a great resource for ideas. If you have a power package idea
but are not sure if it is balanced, ask the list for suggestions. I understand
your concern about not wanting to introduce powers that are not inline with the
game, but I think as long as the powers are not too powerful it will work. I
think there are some powers that are more prevalent in the world, and others
that are not too common, so you can just decide that a package you make up is
something rare if that's how you want it to be, or it could be a common power
if ya want that.
I'm not trying to argue your point, just state that I like that they didn't
limit us to certain power types because the book says so. Yes we have to create
powers if we want them and they don't exist, but I prefer that to limiting
them. And yes there could have been more packages in the main book.
I know you want one book that has everything in it, so you have a complete
game, but I think PEG is going with what seems to be the common trend lately of
two core books. Some games split it into gm book, player book, while PEG did
rules book, world book. Except for now they released revised which is players
and marshals, but I am rambling now. Any ways I view the main book, and Ravaged
Planet as the two core books. And there are 20 powers in the 2 books combined,
and I think the 20 powers combined gives you a better feel for the different
types of powers. I agree maybe they could have been mixed in the 2 books
differently.
