It is--if the books were planned a year down the line then the perception
would be wrong--But  in this case those books, BNW Rulebook and Ravaged
Earth were  out within a span of time that the proofs probably sat side by
side for final approval--and that's a cheat, it intentional sorting of
information in an attempt to make me spend 55.00 dollars on a game rather
than merely 30.00.
I should be able to make that decision based on the quality of the
material--not based on the fact that if I want mentalist packages, or what
have you that I need to buy the next book.
