[risk] Another Reinforcements Thought

Currently I have the following in place...

If a territory is vacant, no one gets credit for it.

However, if you are the only occupior of a a continent (by virtue
of the non-occupied territories) should you get the continent
bonus?  (currently, No.  But I can see either side of this 
arguement...)

Also I could theoretically see giving "credit" to the person
who *last* occupied the territory...  At least for continent
bonuses, if not "normal" reinforcements, too.

Thoughts?
