[pyrnet] Ad in paper

This is an actual ad in our local "Your Bulletin Board":

Sentinel Flea & Heart Worn (Worm) Medicine:  5 mos supply, for dogs 51-100 
lbs, $30.

Shouldn't this be illegal?  This is supposed to be prescription and dogs 
have to be tested for heartworm *before* being placed on a preventative.
