The AKC is not connected to the government here in the US so there are no
"laws" concerning registration.  No litter of pups needs to be regsistered,
nor does any individual dog.  It is the position of the AKC that the papers
belong with any dog represented as being eligible for registration.  A
breeder may withhold these individual registration papers if that is
understood and agreed to by both parties in writing.  If this is not done
the AKC will issue individual registration papers at the request of the
buyer.  This, however, only applies if the litter is registered.
