A lot of the groundwork for such a protocol has already been done.  At
least it is a jumping off point.  As I said, we have someone willing to
sort of oversee the work.  If any GPCA member is interested in
participating even in the form of giving input and suggestions and/or
feelings about what they would like to see, please contact me privately and
we'll try to set up a network.
