That is only guaranteed if what "has popped up" is a recessive.  Many other
less than wonderful problems are varying forms of dominants which may only
come from one parent.  I agree that it is not useful always to blame it on
the "other" dog (whichever you don't own) but sometimes does not take two
to tango.
