Sadly, I don't think that's the case.

if you're getting in-order response, consider it luck unless you see an
    announcement stating otherwise.

The responses may come back out of order, but it appears that the commands are processed in order. I can't say when it changed, but for several months I have been sending multiples ending in "all show barticus next" and I haven't had any errors. Perhaps you fixed it without noticing?
